Chief Darin Adams, 1st Vice President

Chief Darin M. Adams is the Chief of Police of the Cedar City Police Department. Chief Adams has over 25 years of experience as a law enforcement officer. He has experience with nearly every aspect of law enforcement and served as a CIT regional Coordinator for the State of Utah in the southern region of the state since its inception of the program in 2009.

Steven Allen, Phd.,  2nd Vice President

Dr. Steven Allen is the coordinator of the Post-Traumatic Stress Disorder (PTSD) clinic for the Salt Lake City VA Health Care System and has been involved in the Crisis Intervention Team (CIT) since its inception in Utah. Dr. Allen was a member of the original Salt Lake City Police Department CIT planning committee in 2000.

Zara Juillerat became involved with Utah’s chapter of the National Alliance on Mental Illness, (NAMI), in 2006, when a close family member was diagnosed with a mental health condition.

She initially took and then became an instructor for one of NAMI’s programs, Family to Family, from 2006 to 2012.

Troy Rawlings, JD

CIT Utah Academy Instructor

Since 2007, Troy has served as the elected Davis County Attorney. He was sworn in for a 3rd term on January 5, 2015. In May of 1994, Troy received his JD degree from the Cumberland School of Law, Samford University in Birmingham, Alabama. From 1994-2000, Troy was in private practice specializing in criminal defense and family law.

Sara Urquhart

Sara Stanley Urquhart runs an eponymous consulting business and is the founder of The Utah Bee. She sits on the Salt Lake City Planning Commission. Sara was the founding director of Altitude Summit (2009-16) and the founding board president of the St. George Family Support Center (2007-09). Todd Soutor, Ph.D., Executive Director

Dr. Todd Soutor, Ph.D. has been a licensed psychologist in the state of Utah since 1996. He is initially from St. Paul, Minnesota. He received his bachelor’s degree from Dartmouth College in psychology in 1985. After working two years in business, he returned to graduate school and received his master degree in clinical psychology from Minnesota State University.
