Chief Darin M. Adams is the Chief of Police of the Cedar City Police Department. Chief Adams has over 25 years of experience as a law enforcement officer. Dr. Steven Allen is the coordinator of the Post-Traumatic Stress Disorder (PTSD) clinic for the Salt Lake City VA Health Care System and has been involved in the Crisis Intervention Team (CIT) since its inception in Utah. In May of 1994, Troy received his JD degree from the Cumberland School of Law, Samford University in Birmingham, Alabama. From 1994-2000, Troy was in private practice specializing in criminal defense and family law.

Dr. Todd Soutor, Ph.D. has been a licensed psychologist in the state of Utah since 1996. He is initially from St. Paul, Minnesota. He received his bachelor’s degree from Dartmouth College in psychology in 1985. After working two years in business, he returned to graduate school and received his master degree in clinical psychology from Minnesota State University.
